Concrete Eastern Suburbs

Sandstone headlands and coastal sand

The Eastern Suburbs split into two kinds of ground. The headlands and ridges around Bronte, Clovelly, Coogee and Rose Bay are Hawkesbury sandstone close to the surface, so excavation can hit rock that needs a hammer rather than a bucket. The flatter land behind Bondi and Maroubra is deep wind-blown sand, which drains well but has to be compacted properly so a slab doesn't settle at the edges. Close to the ocean, salt air also attacks the steel in concrete, so we use a stronger mix, keep good cover over the mesh and seal the surface.

Concrete prices in the Eastern Suburbs

From our calculator: N25 concrete, SL72 mesh, good truck access, GST included. Suburbs further from the CBD carry a delivery surcharge per load.

What to plan for in the Eastern Suburbs

Salt exposure

Salt air speeds up rusting of the steel inside concrete. Near the coast we use a stronger mix, keep full cover over the mesh and seal the surface so the slab lasts.

Strata approval

Work on common property needs owners corporation approval, and building managers often ask for the contractor's insurance certificates and a work method statement. Start that early: it's usually the longest lead time on a strata job.

Sloping driveways

Levels have to be set at the kerb, the garage and every change of grade so cars don't scrape. Expect a cut at the top or fill at the bottom, and a pump if the truck can't park within 4–5 metres of the pour.

Heritage conservation areas

In a heritage conservation area, your council can require approval to change a front driveway, path or fence. Plain, broom or exposed aggregate finishes in muted tones are usually easier to get approved than bright colours or stamped patterns.

Councils in this area: Randwick City Council, Waverley Council, Woollahra Municipal Council. Each approves driveway crossings on its own footpaths and sets the levels they must match.

Council driveway and setback rules in the Eastern Suburbs

Each council sets its own rules for crossings, driveway widths, finishes, garages and front setbacks. Summarised from their own documents, with every rule linked to its source.

Randwick City Council

Randwick Comprehensive DCP 2013, Part C1 Low Density Residential

  • Crossing & approvals

Only one vehicle access point is allowed per property, and parking should come off a rear lane or secondary street where one exists.

    Randwick DCP 2013, C1 6.1(i)–(ii)
  • Driveway

Maximum driveway width is 3m for a single driveway and 5m for a double, tapering towards the street and preferably single width at the boundary.

    Randwick DCP 2013, C1 6.4(i)
  • Driveway

On constrained sites with no other option, an uncovered single car space or a single carport no wider than 3m may go in the front setback, provided the frontage can still be landscaped.

    Randwick DCP 2013, C1 6.2(i)
  • Garages & parking

Otherwise parking must sit behind the front façade, and a garage or carport facing the street must be single width if the frontage is under 12m. Double width needs at least 12m of frontage.

    Randwick DCP 2013, C1 6.1(iii)–(iv)
  • Front setback

Front setbacks must match the average of the adjoining houses, or be at least 6m where there are none.

    Randwick DCP 2013, C1 setbacks control (i)
  • Excavation

Excavation and backfill within the building footprint is limited to 1m, and excavation must stay 900mm from side and rear boundaries.

    Randwick DCP 2013, C1 excavation controls (i)–(ii)

Woollahra Municipal Council

Woollahra DCP 2015, Chapter B3 General Development Controls

  • Crossing & approvals

Only one driveway entrance is allowed; where there's more than one dwelling, they share it.

    Woollahra DCP 2015, B3.6 C10
  • Driveway

Driveway width must be kept to the minimum needed to meet the Australian Standards, and semi-porous surfaces are used for uncovered parking and driveways where soil and drainage allow.

    Woollahra DCP 2015, B3.6 C9, C11
  • Garages & parking

Parking must sit within the building envelope unless there's rear lane access or the block rises or falls more than 1 in 3 over the first 7m. Street-facing parking structures can be no wider than 40% of the frontage or 6m, whichever is less.

    Woollahra DCP 2015, B3.6 C1–C2, C4
  • Garages & parking

Parking structures in the front setback can be no higher than 2.7m above the footpath.

    Woollahra DCP 2015, B3.6 C7
  • Front setback

The front setback is the average of the three most typical setbacks among the four closest houses facing the same side of the street.

    Woollahra DCP 2015, B3.2.2 C1
  • Front garden

At least 40% of the front setback must be deep-soil landscaping, and 35% of the whole site (30% in the Wolseley Road area), which limits how much of a front yard can be concreted.

    Woollahra DCP 2015, B3.7.1 C2–C3

Suburbs we cover in the Eastern Suburbs

Bondi 2026

Waverley Council

Bondi is apartments and semis on sandy ground behind the beach, with salt air reaching well up the hill. Concrete here gets a stronger mix, good cover over the mesh and a sealer, and sand bases are compacted in layers so slab edges don't drop.

Bondi Junction 2022

Waverley Council

Bondi Junction is a high-rise centre surrounded by streets of Federation semis and terraces on the ridge. Many driveways are short and steep, and narrow streets often mean pumping from the road.

Bronte 2024

Waverley Council

Bronte's streets fall steeply to the beach on sandstone, with semis and freestanding homes on sloping blocks. Excavation often meets rock, driveways need careful grading, and salt exposure is high near the coast.

Clovelly 2031

Randwick City Council

Clovelly's semis and bungalows sit on steep sandstone streets running down to the bay. Rock close to the surface, tight access and ocean salt are the three things that shape a concrete quote here.

Coogee 2034

Randwick City Council

Coogee wraps around the bay on sandstone hillsides, with apartments near the beach and Federation homes further up. Sloping blocks, rock and salt air all affect the job, and pool surrounds are a common request.

Double Bay 2028

Woollahra Municipal Council

Double Bay sits on the flat valley floor behind the harbour, with high-end homes and heritage conservation areas in the surrounding streets. Low ground near the bay means drainage needs attention, and finishes are often exposed aggregate or decorative.

Maroubra 2035

Randwick City Council

Maroubra is mainly post-war brick homes on gently sloping sandy ground behind the beach. Wide driveways and side access are common, which keeps costs down, but sand bases need careful compaction and salt exposure calls for a sealed finish.

Randwick 2031

Randwick City Council

Randwick mixes Federation houses and terraces with apartment blocks, and several parts are heritage conservation areas. Driveway replacements on older homes often mean breaking out the original concrete and matching levels to the existing crossing.

Rose Bay 2029

Woollahra Municipal Council

Rose Bay runs from harbourside flats up steep sandstone slopes towards Vaucluse and Dover Heights. Hillside homes need cut driveways and pump access; homes on the flat near the water have easier access but a higher water table.

Waverley 2024

Waverley Council

Waverley is Federation semis and terraces on hilly streets between Bondi Junction and Bronte. Narrow frontages and steep driveways are common, so access and grading usually drive the cost more than the concrete itself.
